Passport Photo Background Color by Country 2026 – White vs Grey vs Blue

Most countries require a white or off-white background for passport photos. But there are important exceptions: France specifies light grey, the UK permits cream or light grey, and some countries use blue for specific document types. Using the wrong background colour is a common — and easily avoidable — reason for rejection.

How to Get the Correct Background Color

There are three practical approaches to ensuring the correct background color:

  • Use a physical background card. Photo studios use white or grey background cards. For home photography, a sheet of white or light grey card stock works if the lighting is even and there are no shadows.
  • Edit the background digitally. Replacing the background digitally is one of the explicitly permitted edits under ICAO rules and most national guidelines.
