ICAO Standard: How Head Size Is Defined

ICAO Doc 9303 defines face height as the distance from the bottom of the chin to the top of the head — not including hair. This is sometimes called the “face height” or “head height” measurement.

  1. Open the image in your image editor and check the document DPI/resolution setting.
  2. Use the ruler or measurement tool to draw a line from the bottom of the chin to the top of the head (crown, not hair).
  3. Convert the pixel measurement to millimetres using the formula: mm = pixels ÷ (DPI ÷ 25.4).
  4. Compare the result to the required face height range for your target country.

Alternatively, use the ratio method: measure the face height in pixels and the total photo height in pixels. The ratio (face ÷ total) should be 0.71–0.80 for ICAO standard.

Head too small (face below 70% of photo height)

The subject was too far from the camera. Retake the photo by moving closer, or use a longer focal length. Do not zoom in digitally after taking the photo — retake with correct framing.

Head too large (crown clipped or face above 80% ratio)

The subject was too close or the photo was cropped too tightly. Step back from the camera or re-crop with more space above the crown.

Head tilted to one side

Ask the subject to face directly forward and align their eyes horizontally. Use a mirror or camera preview to check before shooting.

Face not centred horizontally

The subject should be positioned in the centre of the frame. Use camera grid lines to centre the face between the left and right edges.

Hair adds false height (crown measurement taken to top of hair, not head)
