Passport Photo Requirements 2026 – Complete ICAO Guide

International Standard: ICAO Doc 9303

Note for digital submissions: Many countries accept digital uploads for online document applications. Rules vary by document and country; for example, Germany requires certified PointID studio photos for German passports and Personalausweis applications since May 2025. Background Requirements

A non-compliant background is one of the leading causes of passport photo rejection worldwide:

  • Color: Plain white or very light grey — no patterns, gradients, or textures
  • Uniformity: The entire background must be a single, consistent tone
  • Contrast: The face must be clearly distinguishable from the background
  • Shadows: No shadows cast behind the head or on the background

Lighting Requirements

Even illumination is essential for biometric processing:

  • No shadows on the face or background
  • No overexposure: Blown-out highlights on forehead, nose, or cheeks will cause rejection
  • No underexposure: Dark or grainy images are rejected
  • No flash reflections: Direct flash often creates harsh shadows and washed-out areas

Ideal setup: Soft, diffused daylight from the front — near a window on an overcast day. Avoid shooting with windows or bright lights behind you.

Glasses Policy

Since the ICAO revision in 2017, glasses are not permitted in biometric passport photos in most countries. The primary reason: spectacle frames and reflections interfere with automated facial recognition systems.

Countries that follow the no-glasses rule include: Germany, Switzerland, Austria, France, UK, Australia, Canada, and most EU member states.

The USA still technically allows glasses in certain circumstances (e.g., medical necessity with a signed note), but the State Department strongly discourages them and many applications are rejected on this basis.

Medical exceptions: Medically necessary eyewear may be accepted with a doctor's certificate. Always confirm with the issuing authority before submitting.

Head Coverings

Head coverings are generally not permitted. Religious or medical exceptions are allowed in most countries if:

  • The face is fully visible from forehead to chin
