Digital passport photo submission is now available or required in many countries. Germany in Detail: When Digital Is — and Is Not — Accepted
Germany is an important exception that surprises many applicants, particularly those used to online application processes in other countries.
The BSI PointID rule (introduced by the German Federal Office for Information Security) requires that biometric photos for the German Reisepass (international passport) and the Personalausweis (national identity card) be captured in-person using a certified capture system at an approved photo studio or at the Bürgeramt (citizens office) itself. The photo is transferred directly and securely from the capture system to the document production process.
This means that even a perfectly formed digital JPEG that would be accepted in the UK or Australia cannot be used for a German Reisepass or Personalausweis application. You must visit a photo studio in person or use the in-person capture option at the Bürgeramt.
Digital photos are still accepted for other German documents:
- Visa applications (Schengen visa, national visa D) — digital or printed photos accepted
- Führerschein (driving licence) — digital photos accepted
- Aufenthaltstitel (residence permit) — digital photos accepted at most authorities
