The ICAO Standard — Used Across the EU

The International Civil Aviation Organization (ICAO) defines the global passport photo standard followed by all EU member states. Almost every European country uses 35×45 mm with a plain light background.

Common rules for all EU countries

Germany: BSI PointID rule for Reisepass and Personalausweis

Since May 2025, German passports (Reisepass) and national ID cards (Personalausweis) require photos taken and certified in person at an approved PointID photo studio. Online-generated photos are not accepted for these two documents.ID Wizard is suitable for German driver licences, visa applications, and other documents where the PointID rule does not apply.
