  • Religious head coverings (hijab, turban, kippah, etc.) are permitted provided the full face — from chin to hairline/forehead — remains clearly visible.

The same rules around neutral expression, white or light background, and correct head height apply regardless of whether you wear a wig.

A bald or closely shaved head has a larger reflective surface than a head covered with hair. This can create bright highlights or hot-spots in the photo — particularly with direct flash or harsh overhead lighting. Bright glare on the scalp does not typically cause automatic rejection, but it can make photos look overexposed and may be flagged in manual review.

  • Avoid direct flash. Direct on-camera flash bounces straight off a smooth scalp and creates a bright oval highlight at the top of the head. Use your phone or camera without flash.
