Lay baby on a white sheet
Place your baby face-up on a plain white blanket or sheet and photograph from directly above. This creates a naturally white background. Make sure no parent's hands or clothing are visible in the crop.
Eyes open — but not required for infants
The State Department accepts baby photos where eyes are partially or fully closed if the child is too young to keep them open. Aim for open eyes, but do not stress if they are not fully open.
No hats or headbands
Remove all hats, headbands, and hair accessories that obscure the outline of the head. Religious headwear is only permitted with a signed statement.
Parent hands must not be visible
If you hold the baby for the photo, use a plain white sheet to hide your hands. The final cropped photo must show only the child — no visible adult hands, arms, or clothing.
